Asp.Net Core: An attempt was made to access a socket in a way forbidden by its access permissions

Hello, 

I have a project web application using Asp.Net Core 3.1. I don't know why I run this project by press F5 to debug this project but I got an error Failed to bind to address https://localhost:5001. An attempt was made to access a socket in a way forbidden by its access permissions.

But that before it still working fine for me. I don't know why.

    I got the same error in window 10. This error occurs when the IIS server still running on the same port localhost 5001.

    You need to exit the IIS server express before running your application. See the image below:
